This pack takes the indicators you already calculate for the Georgian National Communications Commission, or for an internal board pack, and shows them at the cluster and hour the filing cannot see.
We do not invent a new indicator set. We use yours, document the window, and add the maps and cell lists that stop the conversation at “the average is green.” If your legal team needs the method stated in a paragraph they can paste, we write that paragraph in the appendix — once, in ordinary language.
The starting figure of 7,200 GEL assumes you already produce the official indicators and can give us the cluster mapping. If the mapping does not exist, the radio-access study is the better first engagement.
